I would not lay blame on fbodfather. He is not the controller of the project and he has stated that many times. He only knows what he is involved in, and he also is not going to risk his job by telling the world (internet) things he shouldnt be. And for all we know plans have changed since his replies as well, then maybe they changed back. I noticed he responds less lately, probably due to time constraints, but also I don't blame him. He is probably torn between what he can and can't tell and is erring on the side of caution and his job. I don't think he would intentionally try to mislead us, I think the decsion comes from over his head and there is nothing he can do about it. Also he may have assumed that the plant could get cranking at full speed fast enough that the approximately 8k+ V8 cars ordered could get run out in a reasonable timeframe.

As Scotty said; they're standard on SS models, and optional on V6 models (probably 1LT/2LT-only). Unless Scotty tells you, you'll have to ask your dealer what the option code is.
