Bob Boniface actually started to work on a new car before the "contest". But was told to shelve it soon after.

That's an easy one. I believe the always industrious William Durant spotted the design that became the bowtie on some wall paper in some hotel and thought it would be a great automotive emblem. I’m sure the answer isn’t hard to find on the internet.

There was a competition between a design teams led by Bob Boniface and Tom Peters. (C6) Sangyup Lee and Steve Kim of South Korea and Vlad Kapitonov of Russia were in the winning Peters team chosen by Ed Welburn.
It's very hard to credit any one individual with a sheet of paper sketch that turns into a car as there are numerous changes and tweaks made by design, management and engineering teams on the way to production.

The Canadian involvement was primarily the 'design for manufacturing' of the Camaro. Most of the engineering was done in Australia. Styling was American.
