My first thought was rust stains coming up from the galvaniel. But since its on the mirror as well im thinking its some kind of contamination in the paint. Because people are telling you to use all these products with no positive results I'm thinking that the contamination is indeed the paint. The clear over it explains why it doesn't come out. Go to the dealership.

I will try. I bought my car from a dealer about an hour away. So I am not sure if I should go back to them or the local dealer where I take my car for service.

When I bought my car it was at a Chevy dealer over 5 hours away..I just went to my local dealership with my paper work and they put the car on file there.
