maybe it's cruel, but I prefer to get a pet from as soon as you can bring them home. like 6 to 8 weeks. this way, you can kind of raise it the way you want, and you both grow and learn their personality. rather than getting an older dog, and they are set in their ways.

not saying you can't find great dogs in a shelter, just my thought on it. kind of like new vs used car. lol

You can go to PetSmart and get a "new puppy" for cheap.

My sister's dog is a recuse and that dog fits in with my family perfectly. It took some time but he is family now. Wouldn't want it any other way.
