Park it on a grade, put it in N with the E brake on, and see if it rolls.

I havent looked at the e brake on the camaro, but it is fact that drum brakes tighten everytime you hit the brakes in reverse.

Drum breaks? WHAT?!? the camaro has no drum breaks it has all around vented steel disk breaks . So how is a car that has drum breaks going to help the OP or anyone else's question about the camaro?

That sound about right for the parking brake. You do have to pull it up hard or it's useless. Also, leave it in gear just to be sure.

Most modern cars have disc brakes with an almost hidden small drum on the inside of the rear disc rotor. But some cars i have seen acually imbed the e brake into hydralic part in the rear. But rare. Thats why i said i dont know what exacly the camaro has. The reason for two rear brakes is driving brakes are hydralic and e brakes are mexhanical.

Our cars have the rear drums for the E-Brake that work off a cable.

From what I've seen, the rear e-brakes are drum-style brakes that work in a recessed portion of the inside of the rear disk rotors.
