HELP with all season tires

I have a 2011 2LT with factory 19-inch polished rims. Came with with Pirelli P-Zero Nero all season tires. I live in Canada, ordered this 2LT with all season tires (does not have the RS package as I could only get RS with summer tires and I wanted all season tires).
The GM 19-inch Pirelli P-Zero Nero all season tires suck in ice and snow we experience in Ottawa. Can not tell you how many times I hit the break, aniti-lock bracks kick in, and I skid at very low speed. These tires have no breaking power when the temp. is 0 to -0 F. My previous all season tires were Goodyear 'Assurance' tires and they were excellent, but not available for Camaro factory 19-inch rems.

I need to find an all seasion tire replacement to fit my factory 19-inch rims, 2LT. Factory 19-inch Pirelli P-Zero Nero are the worst tires I have experienced during winter driving.

Please do not suggest I get snow tires, not an option. I drive perhaps 20 mins. per day, 3 days a week. I drive on plowed streets. When temp. here in Ottawa hits -0 degrees, these stock GM all season tires are useless when I have to break at low speed.

Any suggestion for an all season tire replacement to fit my factory stock 19-wheels (2LT with no RS option) would be appriciated.

"All Season tires" should be renamed to "not very good in any conditions tires". At best, some are not quite as bad as others, but you're kidding yourself if you thought any all season tire was excellent.

I thought Canada required use of real snow tires, but while trying to check that (apparently it's only Quebec so far), I came across this on the Canadian Tire web site:

Who Needs Winter Tires?

If you regularly encounter ice, unplowed snow, or slush—or if you drive in temperatures that regularly dip below 7°C/45°F—you can benefit from winter tires, also known as “snow tires".
Regular all season tires lose elasticity when the temperature dips below 7°C/45°F. Winter tires are constructed with a special compound that allows them to retain more elasticity in cold temperatures. Technologically engineered tread designs prevent snow build-up and improve ice and snow traction more than ever before—so you get a better grip on the road and better control of your vehicle.
Winter tires provide better control for all vehicles—even 4WD vehicles—on snow and ice-covered roads. Whether you drive a car, SUV, pick-up or light truck, you'll find four winter tires help you get a better grip on the road in difficult driving conditions. Without winter tires you are more likely to fishtail on corners and spin out on that icy hill.
The numbers support the benefits of snow tires:
A Quebec Ministry of Transport study showed that a proper winter tire can improve braking by up to 25% over an all season radial tire, and can improve collision avoidance by about 38%.
We tested a vehicle equipped with Goodyear Nordic tires in winter temperatures, and found that (compared to all season tires) our stopping distance while traveling at 60 km/h (37 mph) was up to 18 metres (60 feet) shorter.
Other tests on ice show that even at 24 km/h (15 mph), vehicles equipped with winter tires stopped from one half to a full car length shorter than identical vehicles driving on all season tires.

You spent the money for a Camaro. Spend a little more and get tires appropriate for the season.

True.
Nothing is like a true snow tire in winter.
An All-Season tire is what we call "Jack of all trades, master of none"

Having said that. One of the best all-season tires we have come across for these cars is the Toyo Versado. They are also very quiet and ride great.
