New Washington Law about Custom Cars & Collectibles

Basically, Auto Repair shops are now exempted from having to provide a written estimate for Custom and Collectible cars.

Interesting.
But I notice that in paragraph 4 (b) the provision states that customers of historic and customized vehicles may request a written estimate; and if a written estimate is provided, the facility is required to keep the customer in the loop about pricing and provide time and materials billing. What prompted this legislation? Costs can suddenly spiraling on historic/customized repairs?

I don't really know the reasoning behind it. What I wonder is how it would effect people that have mods on their Camaros when they need to take it in to be repaired.
