Best and cheapest won't overlap here. Cheapest is to touch it up with touch up paint. That won't look very good though.

Looks like it needs to be resprayed. Not cheap.

Well i might have to go with touch up paint since i cant afford to repaint it, but i may just bring it to a shop and see what they can do. Life of a college student means no money. Thanks though.

Your bumper will need to be sanded down and re-painted if you want it to look like it was never scratched. Otherwise, touch up paint will do, but it will only look okay from a distance. Once you walk up to it, you'll notice it right away.

Better to go dealership for touch up paint or order online?

Since you have white, you could get away with touch up followed by a wet sand and a polish. Being on a bend will keep the refraction of light from making it really obvious since the 2 levels will both refract light in different manners. I had similar scratches on my 2000 blue Z28 and it worked out well. You have to be very good at wet sanding though, certainly not for the faint of heart. Lastly, you will probably need to do this on your own since most places will tell you to go the more expensive route.
