2011 convert / NO START??

I am having a problem with NO START.....
Just had battery checked/ No problem
All seems fine with lights etc. but when turn key nothing?
Also notice I can't roll down windows, and when you get in the windows don't go down a bit like the rag top will.
I have had this problem one time B4? Can't remember what fixed.
I have had a few times when start made me roll down front window then back then other front then back?????
Car acts like in Immobilizer mode but light dose not stay on like book says and I have tried both keys, will lock and seem keys will operate all but NO Turn over the starter???????

WTF ????????
