Its tedious, but a little diluted APC Concentrate and a towel by hand would be the most effective way to remove that. Its likely a combination of minerals from water, dirt from driving, and potentially residues from whatever dressings or wash n' wax products you've used in the past dried on there.
After you clean it a quick application of a quality water based dressing like our Exterior Trim Conditioner is all you'd need. I'd recommend diluting it at 2:1 since its a cream concentrate. At that dilution though it would be sprayable and you could simply spray on and quickly wipe off the excess. We even offer a cost effective Dilution Bottle now so you can mix these products to the needed strength. Don't just apply a dressing like suggested above. All thats going to do is temporarily make it look better, then the issue will return as the dressing fades. It needs to be cleaned properly first, then dressed. Hope that helps.
