zl1 rotors.

I have 32k miles and I'm feeling vibrations when braking is this normal? also how much would it cost to have them resurfaced?

It is most likely just pad build up on the rotors.....you can have them turned or....if you want to try, you can scothbrite pad and solvent them. In my area I can have them turned for $15 each, if I take them off (1 TTQ screw+ 2 PITA caliper TTQ bolts) and $300 total if I let them do it all.
