Long tubes and STFT readings

I put on some long tube headers with hi flo cats a few months ago.

I took a OBDII reading after noticing a CEL and here are the results:

Bank 1 Sensor 1 : O2 - 0.87v, STFT 0.7%
Bank 1 Sensor 2 : O2 - 0.87v, STFT 99%

Bank 2 Sensor 1 : O2 - 0.935v, STFT 0.7%
Bank 2 Sensor 2 : O2 - 0.675v, STFT 99%

I'm not sure what's going on here, but I don't think a 99% value on a sensor is normal.

Would a non fouler on the rear sensors help?

For what it's worth, disregard your 2nd sensor readings they mean nada with long tubes. If you were in fact tuned your tuner would have tuned them out completely anyway. Your sensor one readings look ok.
You may want to look into a wideband to see what your A/F is looking like at WOT though so you know your engine is running ok and not going lean. Just my .02

Are your LTFT sensor 1 ( both banks) matching or close to your STFT for sensor 1 (both banks)?
