Okay so I see all these threads about needing or giving a private offer. Can someone enlighten me as to what this means?

Chevrolet issues "private offers" on their website. It's basically an additional amount off the purchase of a Camaro (or other models). The amount is usually $1000.

Private offers are popping up this week now. Just got one today and filled it out just incase I find a deal too hard to pass up!
