Square pieces of metal on inside of rim??

This is probably a dumb question but what are the square pieces of metal that seem to be glued to the inside of the rim? I've always known they were there but didn't really care what for until one came off and scratched up my rim. Are they supposed to be there, if so what for and is it a defect if they come off? Anybody help me out with this?

Weights for balancing. If they are coming off your wheels will be out of balance and need to be redone.
