Yes it is.
It currently has firmware version 9r16 which was current as of 2010 and worked on my car but it might need an update for newer model years.
You might want to check with Diablo Sport for updates/compatibility since they took them all down from their website years ago. You would also need a USB->Serial cable and 12V wall adapter (cheap on Amazon) to complete the update if one is required.
