Coolant Hose Problems

So I just happened to be looking down in the engine bay and notice this radiator hose not attached to anything and a coworker of mine told me it looked like it was plugged by the previous owner. So I looked down in the coolant reservoir and pulled out the tube and it was COMPLETELY dried up as you can see in the pictures. What is going on here? Where does that hose go? I've had to add coolant straight into the radiator cap.

Think it's from you oil cooler/heater.
