Best hand held tuner

I am looking to add a hand held tuner and Roto fab CAI to my otherwise stock 2015 ZL1. Anybody have suggestions for a good California compliant tuner? Or have each of the above for sale and willing to ship to ca?

You could get a SCT Tuner and Tune from Jannetty for the car, then when you need to go in for emissions you can just load the stock tune back on and since your basically stock the Tune is Free.

Or you can get the MPVI2 and try and learn how to do the tune yourself.

As I understand it, you can’t buy a tuner that accepts new tunes in california. So has to be preset tunes in it from the manuf.
