Does anyone know of a good body shop that could fabricate vented rear quarter panels in the Portland area-ish?

I would recommend Speedware any day, I have had work done there and seen there shop they are first class.

Take a vacation and come to P.C. !!! If speedware can do all that they can handle the vents. nice work guys.
