ok...I get the whole consensus part of it but how do they actually pick the allocations for that consensus period? Is it random?

You have it right... it's just actual order for the Nov consensus can go in 15 December

Even the dealers do NOT know when this date is. If they tell you anything different they are liars. They can tell you when they THINK it will be, but even that is based off of prior allocations from GM.
Keep in mind, and I won't go into depth here, but the car buying customer is NOT the manufacturers customer. The customer is the dealership that placed the order with the manf. They are the ones with the established relationship, not the car buying public. Once you understand this concept/principle, it gets a bet easier to understand some of this stuff.
Just a quick analogy. Golden Bear orders his 2012 ZL1 from his state. His dealer has one allocation for one 2012 ZL1. MY68RS orders his car a month prior to Bear ordering his, but my dealership does not get his alloted allocation until Mid Feb. Even though I ordered a month before bear, bear would get his ZL1 first. Lots of other factors involved lots of other issues, constraints etc, and I am only touching the top layer. Hope this helps.

my question is, how do they pick which allocations go when? is it predetermined when they announce how many allocations the dealership will receive? Or, is it random and those that go in the first consesus just get the luck of the draw?

Just an uneducated guess. I would assume by the dealers selling relationship with the manf. Probably part of it anyway but maybe not all of it.
Would only make sense to me anyway. If your dealership brother bob's chevy dealrship sold 30k cars a year and uncle henry's chevy dealership only sold 1k new cars a year....
Again, I do not work for GM and I am sure they would not want most of us to know the real answer to this anyway.... Its usually these types of theads that get silenced for a lot less...

It is a good question though.

i hope my dealership being a premier dealership we get allocated asap! lol i dont mind waiting longer though bc it just lets me save up for a bigger deposit (:
