$19k at carmax isn't a terrible first offer. If other used 2011's are going for around $23k similarly equipped, that means there's less than $4k in profit for carmax and they may have to sit on the car for a while, and it will also absorb overhead like advertising, a quick mechanical check, a wash/detail, and then when it's all prettied up on the lot, someone is going to walk in and try to talk $2k off the price.

Are you trying to cover a loan balance, or is the car mostly paid for and you just need quick cash?

I wanna pay off the loan balance, and cover the mods i paid with a cred card.

Mods are for your enjoyment and not to recover your investment in them.
Remove the mods and sell them separately.
What is your loan balance?

Correct, a dealer makes profit on both ends, your trade-in and the sale of the new car. Without buying a car, your outright sale isn't worth as much.

If they were giving you payoff for yours, I am pretty sure they would make that up on the other end of the deal.

Correct, if a dealer agrees to pay off the upside down loan on your trade-in, the difference will be added to the loan on the new vehicle.
This could mean a higher down payment and higher interest rate will be required.

How far out of state? Are you buying new? Drive your current car to the out of state dealer and drive the new one back.

Is it new? Reason for asking is it's illegal to import an out of state car into California unless it has more than 7500 miles.
A 3,000 mile drive could be an enjoyable roadtrip.
