The black on top, flames, and IOM on the bottom would have looked very nic...but the silver, green, pink and blue crap on the bottom just ruins it!

I initially thought that it was done as a moving advertisement by a graphics company to show what they can do... but I don't notice a sticker or sign of the company anywhere... So I guess it's just a dude with really bad taste.
