Your best bet is to call the code enforcement office and speak to them about the situation they will most likely tell you that you are 100% legal and there is nothing the neighbor can do.

Honestly, I wouldn't worry about it. Your car is stock according to what you have told us. There is no way that a stock vehicle can violate noise ordinances, especially in California. Your neighbor is just a whiner and needs to man up and quit being such a pussified hippie!
Also, if anything does happen to your car (which hopefully nothing does happen), you already have a suspect of who possibly did it! Worse case scenario: Let him turn you in. Once they find out that you're not violating any ordinances, you can tell him to piss off! |
