Not agreeing you need to return to reality, but you do need to really realize reality CAFE was a huge problem back in the 90's. GM was struggling to get enough people to buy small cars then just as they are today.
Also in the end, the good old B-car sales were pretty much in the toilet. The only real volume was police cars and even that wasn't enough to keep the plant running. It did, however, spur some discussion on a private party purchase of the plant and B-car design to just build police cruisers.
Now on that note, I did see a Roadmaster wagon this past weekend with some pretty nice wheels that made me go hmmmmmmmm
in a way we were both right, but NOTHING I find says ANYTHING about Cafe. Yes, GM financial problems, yes midsize cars stealing the large cars sales, yes SUVs increasing popularity and taking the B-Body's production factory, but nothing about Cafe...... The caprice especially was on a sales upswing, and the sold aroun 20000 of just the Impala for 96. Saying their goal was to sell more small cars does not work out well with the fact that they used the open capacity to build more Suburbans and Tahoes. Also I ams showing the years up through 1996 there were 100k+ sales a year for the Caprice/Impala also, which was roughly equal to Crown VIc sales at the time.
