Seems unrealistic aka not possible but try driving the car hard and see if your mpg starts to go up. Your already getting horrible MPG so its worth a shot. I remember shifting at 2000rpm and got horrible milage, brought it up to 4000rpm for shift and my mpg went up. But I mean I drove it like I stole it afterwards, it probably helped break it in better.
Ill never do the the Owners Manual Break in ever again, only the hard break in. Try it and let us know, but you could bring this to the dealer and see what they say. Sorry dude but I know the feeling as ive been there before, hope it starts to improve

when i bought mine with 10 miles it said 20mpg and then it went dow hill to 17mpg and now 18.2mpg

My work commute is 20% highway/80% city, and I usually get about 20 - 21 MPG. So I would recommend that you bring it in. Be sure to have some hard data to show the dealer, that was taken over a few tank fulls of gas. For each tank, record your average speed (be sure to reset average speed and average MPG after you fill the tank). You can get a rough estimate of your highway/city driving by: % Highway = (average speed - 25), then divided by 35. So, if your average speed if 50 MPH, your percentage of highway driving is: (50 - 25) / 35 = 0.71 = 71%. City driving would be 29%. No problem! I remember when I was having similar worries.
Filled up just a bit ago, so perfect example. I put about 15 gallons in last time and drove 275 miles, TODAY I put in ALMOST 15 gallons so I can assume I will be pretty close (but I will have actually gotten SLIGHTLY better than what I calculate because I didnt use the full 15). 275 miles divided by 15 gallons. Thats 18.33 MPG. We can assume its fairly spot on. While math shows I got 18 and 1/3 miles per gallon, the DIC was displaying a rediculously low 13mpg. The DIC can be decieving because if you floor it, its averaging 2mpg with whatever else you're getting, dragging down the average more that it really should. SOO nothing to worry about, and 18MPG is pretty good considering I do mostly city driving during the week.
