I've seen a few police searches, cops usually turn off lights, so the suspects don't see where they are, as easily. it's also easier for cops to see what they are looking for, without strobes going off...

They usually shut off lights and sirens when approaching a scene for that reason. Hard to concentrate when red and blue lights are flashing in your eyes and a siren's wailing in your ear.
