If you keep waiting, soon there will be no new 13's left as they are starting to thin out. My personal take on this is you are in the sweet spot for a deal. GM made way to many 13's and now its simple supply and demand. I don't know how many 14's are being produced but I doubt its as much and 15 will be a thin year. If you look back to the 12's there was no discount as no supply.
Just as an example when I bought my 14GT500 I got it at invoice. Now you can't get one for much under MSRP because of the supply. When I bought my 13ZL1 I got a bit of a discount but not much and I sold it for what I paid( I could not do that now). I think the 13's are a great deal and if you can find one you like it's not worth losing it over a thousand or two, because a 14 will cost you lots more and you may regret holding out. Also if you get one make sure it's what you want or you won't be happy (color options etc. ) Get one while there is still some choice or you may loose out altogether.
