So it appears to me that the tool from Lingenfelter is only used to help with the placement of the Bypass Valve Actuator.

If that is the case, those of us who haven't moved, removed, or replaced the Bypass Valve Actuator, it appears to me that we could just adjust the adjuster screw so it is barely making contact with the valve and then turn CW 1/4 turn in order to adjust it correctly as per the manual instructions. Unless of course we want to make sure the factory installed the Bypass Valve Actuator correctly, but one would assume that GM assembled everything on our cars correctly.

Am I wrong in this observation?

The tool actually keeps the arm locked so you can adjust the valve location correctly. Then the Allen screw can be adjusted. I would think adjusting the set screw may work, but the top shops use the tool so I went with that.

Sounds correct to me. I don't see that the tool does anything if you haven't unbolted the actuator. Just adjust the screw like you say. Just like adjusting the secondaries on an old 4 barrel.

Haha exactly. Unless it was a vacume secondary like a quadrajet. Then it was a delicate balance of rods and hangers to regulate fuel.

The "tool" would put you back to factory specs distance if the bypass valve gap was off.

The tool is used to make sure the actuator diaphragm is operating in the correct range of motion (not too far in or out) and in a perpendicular line to the diaphragm inside the actuator (not at an extreme angle up or down). The set screw is used to make the final stop adjustment on the bypass butterfly valve and should have a slight gap to account for the expansion of the metal when the engine is warm. It is a good idea to make sure these items are adjusted correctly and I do not think it is safe to "assume" GM built a perfect car, everything has a range of specs they say is acceptable and in this case that range can be large and mistakes can be made easily. Also, if your blower was replaced under the spring coulpler TSB, then I would check this immediately because a tech making flat rate for the replacement probably didn't care nearly as much as you would. IMHO

Only if done wrong.

If you put any side loading on the actuator it could lead to failure of the diaphragm.

The tool assures proper alignment.

I used getting this tool as a reason to order a coolant reservoir and high capacity intercooler too. Spread out the cost of shipping.
