You wouldn't say that if you had to drive in -10 degree windchill in the middle of january. I turned them on the other night when it went down in the 50s just to get myself warm! Cooling would be nice too though!

So what was the outcome here? Only needed the correct panel?

Unless you live in Canada, or some other super cold climate, I'd ask for GM to give you a voucher for free oil changes for a year (or whatever the value estimated would be to fix) and chalk it up as a unique story to tell other Camaro enthusiasts... I was in a Camaro club 17 years ago and those kinds of stories and the cars that went with them were always more interesting.
here in Iowa, they will be gettin PLENTY of use come winter time

Confirm that its just missing the BUTTONS for the heated seats and not the heated seats themselves (granted, if they are leather I'm pretty sure the heaters are built in to the seats, but STILL...)

Just got a phone call from the dealer. All that was missing was the correct panel. parts on order from the factory, no lead time given. And yes I do plan and using the heated seats, this is my daily driver. I was not allowed to finance this car (per the spousal’s unit) so I had to liquidate everything else to pay for it!

So, is it safe to assume there's an SS out there with cloth seats and heated seat buttons on the dash now too?

I understand the point by showing this image, to show where the Seat Heat Buttons are, but isn't the right dial is totally wrong? Where are the A/C, Rear Defrost, Recirculation buttons, Defrost Mode? Check out the PDF in the link. http://www.camaro5.com/forums/showthread.php?t=17007

So somebody missed the plug harness for the seats AND failed to put the proper control panel on?

Hmmm...

Prosperity?

Not like it's a $500 piece.

It came with the car, missed many quality control checks...If it came on my car like that, I would ask for it for free, if not GM pricing..

That was out of the prototype, the concept.
