LT Headers and muffler resonator delete illegal?

I have tsp headers, cat delete, xpipe and resonators. I was working my car and my neighbor gave city ordinance on noise. 55 dB is legal across the street at his house it read 83 dB. So now he wants me to quiet it down. Guy down the street cut his mufflers and resonators off on his camaro. I can hear him start it 5 houses down.
