Acid rain or oxidation. Get yourself a paint cleaner like meguiars or 3M and see if it will buff out. If it doesn't then it looks like a spot where you have clearcoat failure.
Try the paint cleaner or swirl mark remover and see what happens.

Try putting some soapy water on it so it flows out. Scrub it with a toothbrush. You'll be able to see whether the base color is affected. If the base color is not affected, you can sand it with 1000 grit, clearcoat it, sand to blend, and buff it.

I owned a detail/tint shop for 10 years back in the day and I've dealt with those paint blemishes a lot. Something has gotten on the clearcoat and eaten into it. You can try sanding and buffing, but if you don't have the correct tools/experience, you'll make the problem worse.
Personally, I would wet sand the area with 2k grit, then buff it out with a variable speed polisher (I use a Dewalt) at about 2k rpm with a surface correcting compound and a yellow foam pad. Looking at the pic, my guess is that it's deep enough into clear, that it won't completely come out. I just bought my car a few months ago and it had the same spot right in the middle of the hood. I did the above procedure, then took a super fine tipped paint brush and touched in the pock marks that didn't sand out. Looks fine now as opposed to a white scarred ring in the middle my red hood. Maybe you can find a local detail shop that can wet sand/buff and have them correct what they can. Then you can touch up the rest.

All depends on how far down it penetrated though, a lot of paint repair is just situational which is easiest to diagnose when you have the car in front of you. The wet sanding option would be the cheapest/easiest thing to start with, I'd see where that gets you regardless of what the cause is.

A guy from a repair shop looked at it and thought it could be from tree sap. Is it at all possible that is faulty paint or clear coat and it will just spread or get worse?
