I can't explain every possible situation where a mod has had to decide to give a pm warning, infract, or ban. there's too many variables, and yes, the particular mod that catches it does have a part to play. but, we all review each others' "work" and discuss things. and 99 times out of a hundred, when a member is banned, we've been watching them for a while.
