I have done some research and I have to say that the LS7 is the best choice for upgrading if you are going to just upgrade the engine. It is a 7 liter, 505 hp stock and you can get it in a crate motor for about $14,000. One custome company supercharged and tuned an LS7 to over 800 hp...

The LS9 in 638hp after being supercharged.

the LS7 is a very potent engine. however, if you are wanting to build a motor, the LSX is your best friend.

the LS9 is 638hp stock. no other mods, add a slightly more agressive cam, smaller blower pulley, maybe even some ported heads and you'll spank 800hp no problem.

but all the power in the world doesnt mean anything if you cant use it.

The common misconception is that the LS7 is the best engine for building. From my perspective, the reason that it is today's most popular swap engine is the size and application. As a 427, it shares its measurement with a classic motor. As a Corvette engine, it shares a heritage with other classic Camaro engines. The truth is that the LSX is the best LS-series engine for performance and price. While the LS7 is more expensive, it is not necessarily better.

The LS9 is a beast. It is a supercharged monster out of the factory, but the LSX still has more potential.

Power that you can use is more meaningful than a dyno printout. When you have a high-horsepower car, you also have to have the right parts to get that power to the ground. How many times have we seen YouTube videos of weak imports crushing powerful muscle cars? Those spinning tires might look cool until you lose to a FWD import. This embarrassment can be prevented by researching suspension, drivetrain, wheel, and tire upgrades.
