RPM oscillation between 1800-2700 RPM

My car's RPMs jump up and the power radically shifts upward eratically when in 3rd to 6th gear from the top end of the 1k's to the top end of the 2ks and then doesnt seem to be as defined past that range in any gear (it may be prevelant in 1st and 2nd but those gears go by so quick its not an issue).
If I am just floating on a straight road at the same speed in that range it shifts slightly but not much, but the minute I give it more peddle pressure the shift goes up and down erratically. Additionally, if i'm in cruise control at that range and I go up a slight incline where the system has to add power to keep at speed... the cruise control will shut out if the power spikes hit it just right.

Extremely annoying and it makes it sound like the car is revveing higher while in gear randomly... It's almost embarassing when getting up to speed in an area. Anyone have a clue what this could be?

I have recently had this issue appear out of nowhere and it does not trigger the CEL... The dealership is telling me to wait till next week when they are not busy as on the saturday I tried to take it in they couldn't figure it out though they drove it with me and agreed that it was happening.

Possible vacuum leak, poke your head under the hood and see if you hear a hissing noise from any hoses.

Wouldn't a vacuum leak throw a code?
