Borla ATAK or MBRP are the two that are kind of "known" to be the loudest. I hear Kooks 3" system is pretty loud too though.

Will it bolt up to solo performance cats without any mods?? I have a Magnaflow street series cat back 2.5 inch that is too quiet? Trade??

Yes it is definately louder than stock, but also alot deeper sound. Weather or not you can hear the radio turned down low all depends how you are driving the car, its fairly quiet at cruise but gets louder at WOT.
