I ran LT1 edit on my ProCharger force fed 97 Trans Am with JBA long tubes, high flo cats etc. So I'm somewhat familiar with OBD2 and mods. However, when you say "ready" is this the state after the drive time has been met and passed? I'm trying to figure from your posts if You're a) running failing or b) never running those OBD2 diag tests.
If you're failing, has anyone articulated what that test is meant to capture? I under stand it's looking for numbers of cycles from l-r and r-l in a set time, but WHY? If this was a simple bad O2 test I would think you'd fail other tests.

this may not work ,,,but couldnt you change back to factory manifolds and cats then get inspected after you drove it for a while???

This is the exact reason that I chose not to install headers. Good luck with tuning.

i had to put some miles on it for all six censors to come on. but it did pass and love it with the lt and tune. who tuned yours. i all so live in tn

I have not upgraded the exhaust yet, but that is one thing on my list to do. At first I am just chaging the mufflers out and tinting the windows and I will plan the rest from there.
