engine cover painting

I did the prep work, clean masked off. Painted 2 coats and started to get some fish eye spots, and couple of small places acted like the paint wasn't sticking. Going to wet sand the fish eye spots, the places where the paint isn't sticking should I wet sand them? And should I respray the adhesion promoter in areas that didn't take the paint?
