I'm looking to paint my 20" wheels matte black. I'm located in Los Angeles, CA near Santa Monica. Anybody know a reliable and reasonable place i can take my Camaro to?

Depending on the level of quality you are looking for, you probably have a fair number of options in your area; lucky for you, powder coating can be done fairly environmentally friendly, so it's prevalent in the greater Los Angeles area.
